What’s new in Play services, Play Store, and Play system update across Android phones/tablets, Wear OS, Google/Android TV, Auto, and PC is mostly described in the monthly “Google System Release Notes.” While certain features are intended for developers, others are applicable to end users.
The first-party apps that make up the “Google System” are as follows:

The Google Play system upgrade has often been made available at the end of each month. (Actually, nothing changes when it is classified as new.) The next Google Play system upgrade (which comes after June’s) was not released in July. Instead, it is expected to arrive in early August.
Google actually includes the August update (2024-08-05) in the July 2024 changelog, which hasn’t been archived with the August update yet.
